During ArendalsUka 2024, GRID-Arendal hosted the thought-provoking event Blue Carbon Finance: Sustainable Management Unlocked?, held in the intimate setting of our backyard. The session explored the role of blue carbon finance in combating climate change while safeguarding coastal and marine ecosystems and livelihoods. Blue carbon ecosystems—mangroves, seagrasses, and salt marshes—are heralded for their potential to capture and store carbon, providing essential services such as protecting coastal communities and enhancing biodiversity.
The panel, moderated by Karen Landmark, featured key experts: Gabriella Kossmann (Senior Advisor, NORAD), Karoline Andaur (Secretary General, WWF Norway), and Steven Lutz (Blue Carbon Lead, GRID-Arendal). Together, they delved into the complexities of blue carbon as a financial mechanism.
Steven Lutz highlighted the growing presence of blue carbon in voluntary carbon markets and its potential for community impact. Drawing on examples from Kenya’s Mikoko Pamoja project, he demonstrated how carbon finance can support local communities, providing fresh water, educational materials, and improved livelihoods. However, he also acknowledged risks, such as projects in Senegal that have negatively impacted local communities.

Karoline Andaur offered a critical perspective, stressing the need for robust governance to ensure blue carbon projects do not become a market-driven “silver bullet” that prioritises profit over community benefits. Andaur emphasised the importance of holding private companies accountable and ensuring that blue carbon initiatives do not serve as substitutes for direct emission reductions.
Gabriella Kossmann underscored the importance of long-term collaboration and capacity building. She shared insights from Norway’s development cooperation with Indonesia, where efforts to integrate ocean accounting and blue carbon ecosystems into national policy are underway. This partnership highlights how countries can harness blue carbon while ensuring sustainable economic and environmental outcomes.
The lively debate concluded with a consensus: blue carbon holds great potential as a climate solution, but success requires rigorous standards, strong governance, and a commitment to addressing the underlying risks.
As the sun set on a week of heated discussions at Arendalsuka, one message rang clear—blue carbon finance, while promising, must be part of a broader, more sustainable approach to tackling climate change.
